ロームと主要株主宛に情報提供をしました

京都会館

京都会館問題に関して、ローム本社と主要株主宛に以下のような情報提供をしました（以下は株主宛の文面、本社宛も同内容）。当方から直接送付出来たのは有価証券報告書に掲載されている主要株主のみですが、それ以外の株主の皆様にとっても重要な情報であると思うので、ここで情報を公開します。

　拝啓　時下益々ご清祥のこととお慶び申し上げます。
　私達は、京都市が策定し、推進を行っている京都会館の再整備計画に疑問を持ち、再考を訴えている市民グループです。ローム株式会社はこの計画に対し、50年間で52億5千万円という異例の対価を支払う命名権を取得することにより、この計画を援助し、促進する予定であると存じております。
京都市が推進しているこの計画に対して、本年8月に、ユネスコの諮問機関であり、世界遺産の登録の審査やモニタリング（監視）活動を続けている国際記念物遺跡会議イコモス（ICOMOS，本部パリ）の「20世紀遺産に関する国際学術委員会」において、厳格で独立した審議による評価が行われた結果、シェリダン・バーグ委員長名で、門川大作京都市長に「遺産危機警告（Heritage Alert）」の発令を前提とした「京都会館再整備基本設計に対する意見書」が提出されました。この意見書では、以下の3点の事実が明らかにされております。

  • 1. 現在の京都会館を「遺されるべき文化遺産」と認定したこと。
  • 2. 京都市の予定している改修計画は、文化遺産の価値を破壊するものであると認定したこと。
  • 3. 改修計画に対し、遺産危機警告（Heritage Alert）を発令する予定であること。

上記意見書及びイコモスの説明（http://icomos-isc20c.org/id3.html）によると、遺産危機警告制度では、この計画に対し警告が発令された事実と今後の経過に関する情報が関連機関に周知・共有され、イコモスの出版物やウェブサイトを通じて世界に発信され続けるとのことです。このまま計画を改めずに実行された場合は、経過情報として、文化遺産に対する破壊行為が行われた事実と、この行為をローム株式会社が援助したことが、ローム株式会社が付与した愛称とともに記載される蓋然性が高いと考えられます。この警告が発令されるのは極めて稀な事態で、制度の創設以来2件しか発令されておらず、かつ2件とも警告を受けて文化遺産を尊重する経過となっておりますので、改めずに実行されるのは世界初のケースに該当し、その場合の企業イメージに対する悪影響は相当なものになると推察いたします。
私達は、過去に多大な社会貢献活動をされてこられたローム株式会社の名声が、このような理由で低下することを残念に思っており、回避可能であると信じております。大規模な解体を伴う現計画でなくとも、上記意見書の趣旨に適う範囲内で、現在の京都会館の躯体・外観・デザインを保存する前提の改修工事によって十分に今日的なニーズにこたえる会館に生まれ変わることが可能であり、文化遺産としての格を持つ個性的なホールとして、今後50年間に渡ってローム株式会社のイメージアップに貢献する計画にすることが出来ると考えており、そのような改修を望んでおります。
京都市は9月10日から解体工事を開始すると発表しておりますが、最初の1ヶ月は残存部分の補強や内装工事が予定されており、この間は文化遺産の価値に影響を与えずに中断が可能な期間です。
株主としてこの計画がローム株式会社の社会貢献に相応しいものかご判断頂き、是非とも計画の見直しにお力添え頂きたく、よろしくお願いいたします。

To all major shareholders of ROHM Co. Ltd

We are a citizens group based in Kyoto, taking action against Kyoto city for their proposed alteration and addition to the Kyoto Kaikan, one of the most important works for modern architecture in Japan that was originally constructed in 1960. ROHM Co. Ltd is supporting and driving this project by paying 5.2 billion yen over 50 years in exchange for the naming right.
In August, a rigorous independent assessment of the proposed project was conducted by International Scientific Committee on Twentieth Century Heritage of International Council of Monuments and Sites (ICOMOS, Head office in Paris, France), an advisory panel for UNESCO. An opinion in writing was sent from Sheridan Burke, President of ICOMOS International Scientific Committee on Twentieth Century Heritage to Mr. Daisaku Kadokawa, Mayor of Kyoto City that this project needs reconsideration on the basic design of the redevelopment and if this was not complied, a “Heritage Alert” would be issued. In this letter, the following three points were clearly stated.

  • 1. The Kyoto Kaikan was certified to be a “cultural heritage resource to be respected and conserved”
  • 2. The proposed alteration and addition to the Kyoto Kaikan will destroy the value of this cultural heritage
  • 3. ICOMOS will issue a Heritage Alert against the project

According to the above letter of opinion and explanation by ICOMOS, when a Heritage Alert is issued, the alert and developments that follow will be continuously shared with related institution and published on global scale. If the project proceeds without review, the fact that an act of destruction was done to a cultural heritage, that ROHM Co, Ltd supported this damage, and the name given to the building by ROHM Co. Ltd will likely be published.
It is extremely rare for this alert to be issued, and only 2 has officially been issued since the Heritage Alert system was established. In both cases, the projects were revised, so if this project proceeds without review, it would set a precedence and significantly damage ROHM’s reputation.
It is unfortunate that company reputation of ROHM Co. Ltd built on many CSR activities would be damaged because of this project, and we believe it is still avoidable. We believe that the project can be revised so that Kyoto Kaikan retain cultural values whilst accommodating the new needs of a theater, and in fact this would increase the public image of ROHM Co. Ltd for years to come. We deeply wish for such reconsideration to be taken.
As a shareholder, please consider if this project is significant following the virtues of ROHM Co. Ltd’s company values, and please support us to have a reconsideration of the project. We need your help to stop the destruction of a cultural heritage before it is too late. We only have 1 more month left to put a stop to this project.
